Book excerpt: This book draws on Sweden's experiences of multiculturalism to address the difficulties of harnessing ethnic discriminatory practices through legal regulation. It also highlights the limitations of laws that are used to prevent and counteract ethnic discrimination and adverse treatment of ethnic minorities on ethno-cultural grounds. Through an examination of a number of cases processed by the Swedish Ombudsman against Ethnic Discrimination the author describes how the Swedish Act against Ethnic Discrimination (AED) functions in practice and how the efficacy of laws against ethnic discrimination may be maximised. Since the causes of ethnic discriminatory practices are located beyond the legal system and within the social, economic, political and cultural fabric of modern societies, this study also brings into light the intricate relationship between law as a system and its surrounding societal milieu. As such it touches upon a number of fundamental issues within legal philosophy and sociology of law.
