The occasion of this speech is the seventh annual ethnic festival held at Liberty Park and Governor Kean proclaimed the weekend as the "Liberty Park Ethnic Festival Weekend." Governor Kean also mentions Mr. Alexei Orlov, a sportswriter from the Soviet Union, to whom he presented an American flag.
