Governor Kean mentions that at the time of this speech, New Jersey is surpassed only by Alaska by how much money is spent per student on education. He mentions the then current "school aid forumula." He also tells is audience that "excellent teachers are the keys to excellent education." At that time, there is a program with a team learning approach to teaching. Kean asked local districts to create a "clear, well-defined policy on discipline" too. He also mentions that the state budget included funds for raising the then minimum teachers' salaries. The Bergen County Education Association, a non-profit, was incorporated in 1960 and is is the largest county education association in NJ and represents teachers and educational support professionals who work in Bergen County public schools. The mission of the BCEA is to work with national, state, and local affiates to advance and protect the rights, benefits and interst of all members and to advocate for a quality system of public education for all students in Bergen County.
