Book excerpt: Governor Kean addresses the New Jersey Coordinating Council of Organized Older Citizens. He mentions Maggie Kuhn as founding the 'Grey Panthers in 1970," a group dedicated to action for older citizens, one of few multi-issue, intergenerational organizations directly and publicly challenging the status quo from a progressive, even radical, point of view. He also mentions the National Long-Term Care Channeling Demonstraion operational in Middlesex County since 1982, one of only 10 programs in the country. He also mentions the Medicaid Community Care Waiver Program for the structural reform of long-term care in New Jersey. This waiver was important to equalize Medicaid imcome standards for home care and institutional care. The waiver program was funded largely by federal funds and also with the casino revenue fund. Another highly successful program was the AFDC/Homemaker Demostration, which gave welfare recipients training and skilled jobs, while giving their services to the aged or disabled who need care at home. In February of 1984, New Jersey approved Medicaid reimbursement for personal home care.
