The purpose of this research was to determine if the rank and file perceived the need for an appraisal system. Action research was the methodology used to compile the information needed to answer the following questions; 1. Determine if personnel perceive a need for a personnel appraisal system. 2. Identify the various fire service appraisal systems in use to present to department personnel. 3. What appraisal systems have been identified, if any, that require further investigation.
