The comments received are in the form of letters, or comments received at the public hearings. For simplicity the following characterizes comments received as "letters," and each specific issue raised in each letter as a "comment." The comment letters and their responses are organized into sections for each potential CVN home porting location: Coronado, Bremerton, Everett, and Pearl Harbor. Within each CVN home porting location section, public comment letters are grouped by the commentor's affiliation and are abbreviated as follows: Federal agencies (F); State agencies (S); Local agencies (L); Organizations (0); and Individuals (I). Comments recorded from the Hearing Transcripts completes each comment set (H). Individual comment letters in each of these groups are numbered in the chronological order in which they were received by the Navy. For example, the first Federal comment letter received for each CVN home porting location is identified as F.1. Specific comments are numbered as follows: F.1.1, F.1.2, F.1.3, %c. The second Federal comment letter received for each location is numbered F.2. Specific comments are numbered F.2.1, F.2.2, F.2.3, etc. State letters are coded S.1,S.2,S.3 etc.
