Although China is a small factor in world trade, there is a stated commitment to increase mineral commodity exports. The extent of China's resources is not readily apparent, due to incomplete exploration, and failure of the Chinese to fully disclose their mineral resources and reserves data to outsiders. The potential for development must be compared with the likelihood of increased commodity demand associated with the growing Chinese population and economy. Resources development, and economic development in general, are constrained by the inadequate social and physical infrastructure. Problems range from transport capacity limitations to insufficient trained personnel to operate the sophisticated imported equipment. China has sought outside assistance, and is offering payback in-kind, including resources, in order to attract additional assistance. Investment by resource-dependent countries to assure supply is one area offering a great deal of promise. Without outside technical and economic assistance, the chances for China to emerge as a significant mineral exporter are not good.
