Tariff escalation, in which tariffs rise with the level of processing, discourages trade in HVF, & trade remedy measures, such as anti-dumping duties, are concentrated among HVF. Globalization has provided countries with easier access to capital & tech. needed to produce processed food, further affecting trade patterns & markets for HVF. A uniform cut in tariffs increases trade in HVF more than trade in raw ag. commodities & improves real wages. Tables.
